CAMEO is an intensive, five-day capacity-building programme, sponsored by the International Labour Organization (ILO) for executives of Caribbean National Employers’ Organizations (NEOs).  The Programme mirrors the extremely successful Latin American Institute for the Management of Employers’ Organizations (ILGO), which has been designed for Employers’ Organizations in Latin America and conducted in Spanish since 1985.  With its launch in June 2007, followed by CAMEO II in June-July2009, both in Jamaica, CAMEO has become the first ILO English language programme tailored for Employers’ Organizations of the Caribbean. 




CAMEO I of 2007 and CAMEO II of 2009 were conducted through the collaborative efforts of the various ILO Offices, ILO external collaborators, the International Organisation of Employers (IOE), and the Mona School of business of the University of the West Indies (MSB-UWI).  CAMEO III moved to Barbados as planned to spread the collaboration amongst the Business Schools of the University of the West Indies.

The overall objective of the CAMEO Programme is to provide Executives and other high-level officials of National Employers’ Organizations in the English and Dutch-speaking Caribbean with the knowledge and tools needed to more effectively fulfill their mandates. The following specific objectives of each CAMEO Programme obtain:

  • to provide employers organizations with the information and tools necessary to effectively improve their work for the benefit of: their organizations, their clients and partners, and the societies in which they operate
  • to develop a participatie enviornment for the study of the management of employers organizations
  • to create a network for the exchange of information and experiences amongst Caribbean employers organizations



Twenty-four representatives from the employers’ organizations of 21 countries and territories
accepted the invitations extended by the ILO DWT/CO Caribbean. The response is rated at 91% considering that 23 invitations (14 countries and 9 territories) were extended.

The composition of participants were all at a high level as they were in positions of Presidents, Chief Executive Officers, Management Board Members, Industrial Relations Officers, Membership Directors, and other Specialized staff. This was in compliance with the call for nominating persons in decision making positions within their organizations. The gender composition for the full week of 24 participants of CAMEO III was an exact 50/50 ratio of men and women employer representatives. The additional two female staff of the BEC who attended on days 4 and 5 changed the ratio for the final two days to made the ratio of 12 men (46%) and 13 women (52%).

At a recent luncheon hosted by the Bahamas Chamber of Commerce and Employers' Confederation, the Arawak Port Development (APD) announced its $8 million Initial Public Offering (IPO) during a recent forum well-attended by shipping stakeholders. This highly-anticipated investment opportunity is set for October, and will be followed by a private placement to be launched upon completion of the new port and its subsidiary facilities.

Chamber, Scotiabank and IIC Launch FINPYME technical assistance
With a continued focus on SME's the Bahamas Chamber of Commerce and Employers Confederation in colloboration with Scotiabank (Bahamas) Ltd. and the Inter-American Investment Corporation launced the FINPYME program in December of 2010. The recent workshop focused on coporate governance and succession planning is the first group technical assistance training under the program.
